The original reason for creating the CNF_Path variable was to allow a CD-booted uLE to start out with meaningful settings and skin, and still have the ability to save modified CNFs on MC. So the initial CNF stored on such a CD would contain settings for proper appearance etc, but also a CNF_Path directive to ensure that all future CNF references (in that session) use MC instead. This could also be combined with an auto-launch of the "MISC/Load CNF" subprogram to ensure that the CNF on MC (if any) takes immediate effect.
It's just an ordinary bug that I missed testing for.I wonder why it would ignore this basic rule that's existed through most of the versions.
