So your prob is already solved. You just have to spend some bugs.
I think they are the best solution, because you can adjust mousespeed and deadzone, which is essential to get a good control with the mouse. And all programming is done ingame, so you can instantly test your new settings.
With the way you suggested, you would have to restart the game every time you want to tweak your settings. Especially for speed and deadzone it would be really anoying. And you could only have one button-layout at a time. With the Max Shooter you can define 10 or 11 different layouts and instantly switch between them ingame. (e.g. one layout for walking, one for driving the jeep and one for flying the helicopter)
