UlaunchElf won't start

UlaunchElf won't start on my PS2. The files that on it are: DUMMY.BIN, SYSTEM.CNF,and ULE.ELF. Those all the files that I burned on my CD. so tell me why it won't start? What am I doing wrong? Please help me. Thank you for your time. Also I do not have a chip or swapmagic. I burned the disc using Nero. The sites that I used to UlaunchElf are these two:

Sorry, but an unchipped PS2 is not capable of reading burned CD-R discs.

If you have an old fat PS2 you may still be able to run homebrew stuff like uLE, but for that possibiliity you must study the subject "PS1 exploit" elsewhere, as this is not the right place for such things. Here I only want to discuss things directly related to uLE.
