If you want to make a more proper skin release of this, it is not very difficult.
In uLE, open the "Configure" menu and its submenu "Screen Settings...", where you will find a command called "Save Skin CNF..." which allows you to save a small CNF file which contains only those CNF directives that relate to the visual appearance of uLE, including both GUI and normal JPG picture paths as well as all font and colour settings. Unlike the normal CNF files there are no special names reserved for such skin CNFs, so just use some name you like, though I recommend using a CNF file extension (not enforced though).
Then you just make a package containing that Ar_Tonelico_skin.CNF file and the other files used (mainly jpgs and fonts), and you're ready for release.
But you might also want to take a pointer from skinner-pros like JNABK and use the "uLE:/" path for all configurable files and have them stored in a "/SYS-CONF/" folder that each user can merge with his own SYS-CONF in order to add your skin to his/her collection. This makes multiple skin setups so much easier to handle, provided of course that you use unique names for all component files to avoid mixups/conflicts.
Unique names are very important for multiple setups, but you should also remember that MC filenames have an absolute limit of 32 characters, which includes both the filename extension and the period that separates it from the main filename prefix, which thus has an effective limit of 28 characters for use with normal 3-char extensions.
