It is a skin.
You apply it, that simple.
What should a PC-Application have to do with it, if it works or not?
Think about it,...
if you want to use the existing one then its just like TnA said ..
but if you want to change the background or add tittles or make your own Skin etc..use any apps that deals with photo like paint shop pr or Adobe Photoshope or Ulead Photo Impact .
Paint.NET can also make JPGs and it's free. You just need to be running Windows XP (SP2 or later), Vista, or Windows Server (2003 SP1 or later), and have at least .NET Framework 2.0 or later installed. It's pretty much an advanced version of regular MS Paint, which is part of Windows. I use it at work.
My first try to make ULE Skin, chope you'll like it.

What I did was take something I made in Daz3D awhile back and put it on a background I had got awhile back.I forget who the author is and I thank them for it.If this is wrong please let me know ASAP.I am only using it for myself really.
Okay here it is please let me know what u think.

look like someone is proposing .LOL
I'm not positive if it's been asked, but this is a skin thread... so how do I apply skins in the first place? Sorry for the nooby question, but you gotta ask questions to learn right?
