ULAUNCH elf not loading correctly

Please Help me......
My Problem is i have a PS2 Model 9004 SCPH (i.e made after march 2008)
so i cannot install Free Mcboot (to launch ulaunch elf ), but i m not a loser i ran it with putting in my memory card
( i have modchip installed i.e Matrix V1.93) i installed it by putting the elf in BOOT folder
it runs every time but the problem is sometimes it loads in one try and sometimes in many tries (4-6)

when i restart my PS2
I time
when i press R1 while turning my ps2 on , nothing happens just browser appears up


II time
when i press R1 while turning my ps2 on , directly memory card appears up

III time

when i press R1 while turning my ps2 on , Then Ulaunch elf appears up

(but sometimes it takes many retries) pleas suggest me solutions

Is your MC an original one?
I mean ORIGINAL SONY, or licenced product...

Inconsistent bootup behavior is mostly due to hardware problems of some kind.

Like TnA was 'fishing' for info on, the MC itself can often be a cause of this, if it is a cheap Chinese clone unit.
But it can also be something almost purely mechanical, such as a poor fit/alignment of the PS2 MC port connectors.
That can mess things up (bad signal impedance etc) so as to produce erratic results even with perfect original MCs.

And whenever a modchip is involved, it has to take on the role of prime suspect of all abnormal behavior.
Not just the modchip itself and its quality, but also the quality of the modchip installation work.
Even perfectly soldered connections don't help, if the leads are a little too long and routed near unsuitable signals in the console.
Because at high frequencies signals don't stick to metal paths alone. They can also spread through air or empty space.
That is how all radio transmission works after all, but for unwanted spreading in electronic equipment it is called 'crosstalk'.

So there are tons of different possible reasons for your inconsistent results, and you are the only one available to test anything.
We are reduced to blind guesswork and suggestions...
