Turbo Buttons –

Not sure if this had been addressed but..I've noticed sometimes in ULE file browser that the buttons seem to be in turbo mode. (Using ULE 4.39 non beta)
I mean that even if I press a button quickly, it presses that button repeatedly(like turbo mode). I press the circle button to get into a folder, but then it also jumps right back out of the folder. (Same speed when pressing up and down buttons to go through the lists of folders and such.)
It's only happened to me when there is a disc in the drive, that didn't properly load. (Like say you were in the browser, you'd get an error reading disc screen, or please enter a PS2/PS type disc screen.)
Is there is a setting to prevent that?

yup I have noticed that as well. but if you turn analogue mode on,
(I don't know what else to call it. I don't remember the name as I never look at the joypad close enough when playing game. it is the button beneath the two sticks which turns the sticks on and off.)
Then you are not gonne have any problem. Just toggle that.
I don't know whether it is because of a disc or something else. I have noticed it when the light on the controller is off it does like that but when I trun it on everything is fine.

This is a known issue going way back in time, and we never could explain exactly why it sometimes happens, but when it does happen it definitely is affected by the disc in tray, whether that disc is really to be booted or not.
I've always felt that it is some incompleteness in the console initialization that causes it, but fortunately it can nearly always be cured just by pressing the 'ANALOG' button, like walidahmadi noted. For those cases the LED indicator will be dark when the problem occurs, and when it lights up as you press the button the problem will disappear.
On some rare occasions it has also happened with that LED indicator shining, at which times it did NOT help to push the button... For such cases a reboot may be needed.

It also happens sometimes when I unplug/plug(because sometimes when I try to enter mass,my flash drive is turning off)my USB flash drive(there's no disk in the tray).

That could be a different issue with only partly similar behaviour/effects. Some USB drives have a problem with being initialized for access too shortly after power-on. I have a USB HDD like that, and if I power it on simultaneously to the PS2 and then directly attempt browsing "mass:" I sometimes get a lockup effect, at which point I can either wait a very long time for it to release or just give up and reset. Usually I do the latter and then the stuff works fine again.

Using the "Analog" button to light up its led will usually fix the 'turbo' effect, but be sure to report if it fails to do so for your USB-related issue, as this could differ from the 'normal' variation of the problem.
