Is this something I can do with a custom compile?
Is this homebrew still being updated?
If no to the first and yes to the second, would the developer be interested in adding support for reading from a second HDD?

I understand this relies on the PS2 being able to even have a second HDD, but I find it hard to test such things when no homebrew supports reading from it and as far as I can tell there are none with CLIs so I can type it in. If there is, and there is a pre-compiled binary, that would be helpful too.

For the hardware side, could you somehow splice the ide and power into two connectors?

NO. you can not splice the IDE cable into two.

you can use up to 1Tb drive in a PS2, difficulty is now getting one..... best bet is to use a SATA to IDE . still 1 TB limit........

You can, however, either make an adaptor to connect a normal IDE cable to the NA or solder the IDE cable to the NA...

But why would you want 2 HDDs? No software supports it, not even software from Sony. A lot of work will be involved to add hdd1: support.

The TOOL might support multiple disks on each IDE channel it has, but it runs with PS2LINUX and not only with the regular PS2 IRX modules that games come with.

I do imagine that Sony did intend the SCPH-10000 line of consoles to support multiple disk units at some point in time, since the SCPH-20400 HDD unit has a unit number selector at the bottom... but that was never used at all.
