    I have a DMS4 modded PS2, with the latest Toxic OS (0.41).

    I downloaded ulaunchelf 3.79, unzipped, burnt the folders contents to a CD and inserted this CD into my PS2. I can browse through the files on the CD using Toxic OS' browser with no problems. BOOT.elf works if I execute it from the CD. However, when I go to "Apps" and select "Install," Toxic OS tells me "Invalid Install Script."

    Do I need to write or download an install script in order to install ulaunchelf 3.79?

    The install scripts you mention have nothing to do with uLaunchELF itself, but are specific to the method used by ToxicOS for installing ELFs to the "Apps" menu of the ToxicOS browser. For details on how to do that I can only refer you to the docs produced by Team Toxic for their firmware.

    But even without installing any "Apps", you can still start programs through the ToxicOS browser, simply by using the "Browser" tab instead of the "Apps" tab. Using the "Browser" tab you can browse to, and launch, an ELF from any of the available media (mc0:, mc1:, cdrom:, hdd0:, mass, even though these ELFs have never been installed. I'm not sure how compatible that launch method is with all other ELFs, but it does work with uLaunchELF.
