Try these, use the ISO based on your region.

    2. Select, Configure, Disc Control ON/OFF, OK to save new LAUNCHELF.CNF

You can't save to a DVD not even on a DVD-RW the PS2 CD/DVD drive is only a reader not a recorder except maybe the PSX model.

If you goto Startup Settings you can override the CNF path from the default of mc?: and change it to hdd0: cdfs: or mass: but with cdfs: it useless because you still need a savable medium to be able to save the CNF with that overriden entry

Can I add more files to the iso using PowerISO or UltraISO? will it work?
Because most of the space in the DVD is wasted.

    Are you sure?
I am asking because I once removed a dummy file from iso simply by using poweriso and saving the new iso, but that gave me a white screen in OPL meaning theres something wrong with the iso.

I didn't include any dummy file, the XXXX_000.00 file is a uLE BOOT.ELF renamed so it works with OPL too by renaming the iso to XXXX_000.00.ULAUNCHELF.iso
