Try burning the SMS cd image thats available to download of their website with Nero. That has uLE on it (v3.8 I think) which it should boot to straight away. You can then choose to have one of the available gamepad shortcuts programmed to point to the latest version of uLE, which you can save on your MC or HDD.
Worked for me and I only had to make the one boot CD. am able to update uLE on my HDD via FTP as and when I need to.
Hope that helps

CD's to boot on the PS2 should be prepared with CDGenPS2. there's a tutorial here:
http://sms.psx-scene.com/eng/cdimage.htm
you'll notice it's for the SMS player but adding SMS is optional. the main thing is that it shows you how to make a CD that will start uLaunchELF. other programs can easily be launched from a USB stick or the memory card if you don't want to put them onto the CD with uLaunchELF.
also note that renaming BOOTc.ELF to BOOT.ELF is no longer necessary, as BOOTc.ELF is now already named BOOT.ELF in the uLaunchELF download.
the CD image on the website contains uLaunchELF 4.08, which is (at time of this post) the current version, so the work is all done for you really. just download it and burn.
