A standard unmodded PS2 console will not boot any burned CD-R or DVD-R disc. It will only boot original 'pressed' discs manufactured for use on a PS2.
If your console is not of the newest model (product code less than "SCPH-90000"), then there is a simple 'soft-mod' which when installed to your memory card will allow your console to run both homebrews and specially patched game backup discs, or even game backups on other media (like USB or a networked PC).
That 'soft-mod' is named FMCB (== Free MC Boot) and you can read more about it in its own subforum, right next to this one for uLaunchELF. There is a team of installer volunteers ready to install FMCB on your memory card for you, at cost to you only of the postage and packing needed for sending the card both ways.
If your console is of the newest model (product code starting with "SCPH-900" then you may still be able to use that softmod, but this is guaranteed only if the 'datecode' of the console is "8B" or lower (means 2nd quarter 2008). That datecode is shown on the same label area of the console as its product code, as discussed above. Note also that any datecode starting with zero is considered 'later' than "8B", as the zero means 2010.
If your console has a datecode of exactly "8C" then there is a small chance that it may allow the softmod to work, as that was the timeperiod when Sony switched to a new bios to block all softmods. But there is no simple way of checking this, as you'd need to boot uLaunchELF to do that checking. (The FileBrowser of uLaunchELF has a "MISC/Debug Info" command that can display the ROMVER string which contains the bios version string.)
