What ELF should I use to copy files from a USB drive in port 2 onto another USB drive in port 1? Most of the file managers or launchers seem to only be capable of transferring files from USB to HDD.
Use uLaunchELF (aka: uLE), of any recent version, as it has the only PS2 homebrew file manager with capability to handle multiple USB drives.
When you first enter the uLE FileBrowser menu you will always see only one entry for USB drives, this being the one named "mass:/" (same as "mass0:/" which is never shown). But that is because the device drivers for USB drives are not yet loaded. That happens the first time you attempt to browse inside "mass:/". After doing this, when you again go back to the root device list, additional drive entries will have been added for any additional FAT32 drives and/or partitions found on the USB interfaces, with additional drives/partitions being shown as "mass1:/", "mass2:/" and so on, up to the max entry of "mass9:/".
The uLE FileBrowser supports a maximum of 10 simultaneous FAT32 partitions distributed over a maximum of 5 physical USB drives (but you'll of course need a hub to connect that many).
If you wish to replug your USB drives during a FileBrowser session, you should do it while browsing the root device list, and simply press 'Triangle' after replugging some drive, so as to update the drive list accordingly (you may need to wait briefly before that keypress, while the drive is enumerated by the drivers).
