I'd like to copy the HDloader to my ps2 hard disc or memory card.
How can I make exploit without PS1 disc?

The 'exploit' is a specific method of launching which relies on how the PS1 server built into the PS2 works. Starting that server without a PS1 disc is impossible.

Running programs from HDD or MC without first booting a CD or DVD is only possible if you have a mod-chip with special support for such booting, which is normally referred to as Dev1 booting (for MC) or Dev2 booting (for HDD).
