If it is an SCPH-79001 you might be better off using the FMCB boot method, and using the SwapMagic boot method only to be able to do the FMCB install.
But here I'm still assuming that you want to install a SwapMagic boot system.
Here is a step by step description of what you need to do:
01: Format a USB stick to FAT32
02: Create a folder named "SWAPMAGIC" on that USB stick
03: Copy the BOOT.ELF file from the uLE release package into that folder
04: Rename that instance of BOOT.ELF to "SWAPMAGIC.ELF"
NB: Be sure that your PC is not hiding file extensions for you, which modern Windows versions like to do by default.
NB: Else you may end up with "SWAPMAGIC.ELF.ELF" though you only see it as "SWAPMAGIC.ELF", and that won't work.
NB: Also make sure that both file and folder use capital letters only. Windows doesn't care about that, but the PS2 does.
That USB stick should then be ready for booting with the SwapMagic disc.
But you should also prepare an MC for such booting independent of any USB stick.
05: Insert the USB stick and the SwapMagic disc into your PS2 and boot it up
06: This should boot up uLaunchELF, and if not you need to repeat the above with another USB stick until it works
(NB: I myself have some that work and some that don't, due to bad coding of SwapMagic USB drivers.)
07: Place the MC you want to boot from into the first MC slot (I'm assuming it's already formatted)
08: In uLaunchELFs main menu press 'Circle' button to start the FileBrowser
(I'm assuming default command set, as it will be without CNF)
09: Use DPad to select "mass:" and press 'Circle' to browse into the USB drive
10: Use DPad to select the "SWAPMAGIC" folder and press R1 to open the file menu
11: In that menu use DPad to select "Copy" (should already be selected) and press 'Circle' to copy this folder selection into clipboard
12: Press 'Triangle' twice to exit from the USB drive and quickly select "mc0:/" and then press 'Circle' to enter the MC drive
13: In the "mc0:/" root directory press R1 to open the file menu
14: In that menu use DPad to select "Paste" (should already be selected) and press 'Circle' to Paste the SWAPMAGIC folder here
After that copying completes you should be able to remove the USB drive from the PS2 and reboot into uLaunchELF without it.
This is the basic work needed to make a setup for booting with and without USB drive through SwapMagic boot discs.
But you will of course need some more work to make the setup configured for your own needs.
One thing I like to do is to make the SWAPMAGIC.ELF instance of uLE boot another instance automatically, with this other instance stored as "mc0:/BOOT/BOOT.ELF", so as to simulate the same kind of boot environment as used both with the old MC exploit booting and with the FMCB booting. This can easily be done by having a LAUNCHELF.CNF file in the SWAPMAGIC folder, and configured to use "mc0:/BOOT/BOOT.ELF" as 'Default:' ELF file and with 0 delay for the 'Default:' launch (configured in the submenu 'Startup Settings' of the uLE configurator). The instance of uLE in that BOOT folder will of course use its own different LAUNCHELF.CNF file, stored either in that folder or in the "mc0:/SYS-CONF/" folder used by uLE and many other homebrews as a configuration repository.
I hope your next install attempts work out better than the earlier ones.
The method outlined here definitely works with your SwapMagic version and with the latest uLE, since I use both myself (with an SCPH-90004).

It's, SCPH-79001, my bad. I'm trying to install FMCB on memory card, figured out that SwapMagic might come in hany for that purpose. Just was checking if I'm doing it right, and looking at your reply it seems so. Not sure what can I do else, but try a dozen or two of different USB sticks.
UPD: Finally it worked, trying few different USb sticks helped.
