When the modchip is turned off, your hdd shows up? What kind of hdd is it?
Is that the only time this happens? Have you tried different hdd's?
What are you using to read the hdd? You know we need more information than that.

I don't know of any valid reason for any modchip to interfere with the USB port functionality, and on my own consoles I have no problem using the USB port for HDD or or other USB drives without any modchip or with a modchip disabled (DMS4pro).
My primary suspicion is that someone made a faulty connection in mounting the modchip in your console, so that some wire is affecting the USB functionality though it should not.
But there is some chance that your particular USB HDD is just locking up due to something to do with initial signal timing at power-on, which may differ with modchip in active or disabled state. I suggest that you test what happens with other USB drives instead (flash memory types) and that you try this both with and without the USB HDD connected. Possibly an extra drive might affect the timing so as to allow the HDD to work again, even with your modchip off.
Remember that modern uLE versions are able to access multiple USB drives, which will appear in the FileBrowser only after you have accessed the primary drive by the name "mass:" (which loads and activates the USB drivers). After that any extra drives will also be added to the FileBrowser's root directory as "mass1:", "mass2:", "mass3:" etc. A maximum of 5 physical drives with a total of 10 partitions is currently supported.
Btw:
This is just speculation, but one of the main reasons to run a modded console with chip disabled right now is to use the public release of "Open PS2 Loader" (aka: OPL), since that will crash if a modchip is active when it is to start a game. If that is your problem, then it can be solved with patience alone, since the current beta versions of OPL work fine with modchip active, so that ability will be included in the next public OPL release.

strange never happened to me .
i have you used a revision which both Modchip enabled and disabled and never got any issue like that .

well its known that some Kingstone pen drives are incompatible with uLE or SMS so its seems its not compatible with OPL or USBA either

amp2006 the pen drive is working fine i a have played games with usbld and also played video and songs on sms but things only go wrong when the modchip is off
i think that dlanor is right it may be because of a faulty connection in mounting modchip i did not modified the console by myself but from a shop
and also guys when i boot argon 7.1 it takes more than 20sec to load when modchip is on and 3-4 sec when modchip is off
