For starters let me say that I did watch that video in full, but much of the visual info was lost on me anyway, since the camera was waving around in a way making it impossible to read much of the important information, such as network and fileshare configuration on your PC. In fact I didn't even catch exactly what OS you are using, which is crucial here.
I think both WinVista and Win7 may need a legacy mode in order to share files with SMS, since SMS only supports the old SMB standard port, which I think Win7 has dropped as default support (thus why a legacy mode is needed). The same also goes for simple anonymous filesharing, which is not by default supported by the newer Windows variants.
Note that the port problem does not apply to OPL, as it does have support for the new standard port as supported both by WinVista and Win7, as well as by the older WinXP and Win2K. This may be why you have it working with SMB as implemented by OPL, but not with SMB as implemented by SMS.
NB: Some of what I said above is just hearsay to me, as I don't use either WinVista or Win7 myself, so if you do use either then you will need to get detailed help on those from someone else.

I hope you realize that the latter does NOT refer to the fileshare name. It must refer to a user account on that PC, and with those entries both the username and the password must have been defined as exactly "PS2SMB" (using all uppercase letters). Else the login will fail.
(Works With PS2ClientGUI With Lag on video.
At least this proves that your basic IPCONFIG setup is working, which you never showed. (I'd still like to see it.)

That video did not show just 'lag', but a horribly long initialization delay, far beyond anything normal. This indicates serious problems pumping anything across that connection, which in turn is responsible for the resulting lag, as the majority of packets probably have to be retransmitted several times due to packet corruption.
I can't say that for sure though, but it is typically the case when a connection becomes so horribly slow and 'laggy'.
What is the physical connection method, and are there any other hardware units involved ?
(Routers, Switches, whatever...)
And if the PS2 LAN port is directly connected to that of the PC, does that PC then have other LAN ports too ?
And if so, are they in use ?

One thing I noted is your gate way is the same as PC ip and it should be the same as PS2 ip

But you are quite right in that the gateway used by the PC should be the IP address of the PS2, and vice versa for the IP configuration of the PS2, where the gateway used should be the IP address of the PC. But this assumes a direct connection between these units.
If a router is used then it is the IP address of the router that should be used for the gateway setting, both on the PC and on the PS2.

There are two of them, one each for the PC and the PS2, telling each of them where they should send all outgoing packets.
On a real multi-unit LAN it is normal for each unit in the LAN to use a router as their gateway, and the router can then keep track of where to send each incoming IP packet depending on its destination IP address.
For a direct connection by crossover cable only two units exist, but they must still have a gateway, which should then be the other unit on the connection.
So in the IP config of the PS2 you should specify the IP address of the PC as gateway, and in the IP config of the PC you should specify the IP address of the PS2 as gateway.
But before you can do that on a PC you may first need to disable a setting to use DHCP for address acquirement, often described in terms like "Obtain an IP addres automatically" which is what you need to disable, instead enabling something like "Use the following IP address" followed by entry fields for IP address, netmask, and gateway.
All of this is found in the "Internet Protocol (TCP/IP) Properties" dialog of WinXP for the given local area connection as found in the pseudo directory "Network Connections". There are other ways too to open the same dialog, at least under WinXP, but I have no clear idea how it is done with the newer OS variants. (But I'm pretty sure they moved it around.)
For the PS2 end it is very simple though, as both uLaunchELF and SMS have direct support for changing the network settings, storing the result in the same IPCONFIG.DAT file as used by most modern networking homebrews.
In uLE you'll find it in a submenu of the main config menu entitled "Network Settings..."
In SMS you'll find it in a submenu reached as "SMS Menu" / "Device settings" / "Network settings" / "Edit IPCONFIG.DAT". Note that the final edit page has a separate save/update command which must be used in order for the real IPCONFIG.DAT file to be modified.

As long as they are not running they should not interfere directly with any traffic, though any system settings related to them might still have some influence.

ok thnx well i think i might have solved this without using smb underneath my properties for etherent connection in device manager i went to propeties and options or something cant remember now and there was a option for optionname here(i forget) descroption simplified:if packets are going slow (or something) enable this option enabled that and saved rebooted boom loads very quick with no stuttering during vid.will post full specs later of my enabled option but yer there it is working fine from host.

also if changing gateway settings opl no longer sees the games.so i had to system restore and put the ipconfig back to normal.thnk u.

also on a quick side note did any1 experience the bndwith error for psx-scene last night my laptop claims that the owner of psx-scene had used up all bandwith or something.

To us that statement is meaningless when we don't know what you mean by "normal" here.
And making a 'system restore' to restore one single IP config setting to what it was before is not the normal way of handling such things.
But whatever works for you is of course OK at your end.
You're the one who'll have to live with it, so on that you call the shots.

Yes, the site had apparently used up its total traffic allotment for that month. So it's a good thing that it happened on the last day of the month, for a quick recovery. But I'm not sure what timezone that server uses, since it's only a quarter to 4AM here in Sweden, so in most parts of North America it should still be 'last month'...
Possibly Gary managed to take some action to make the new allotment for the new month start a few hours early...
