WHAT ARE THOSE SETTINGS FOR?
They are for configuring your Playstation 2's Ethernet Controller (SMAP).
They are generally used for working around hardware incompatibilities and incompatibilities with other networking equipment. For example: my SCPH-10190 PCMCIA network adaptor for my SCPH-10000 console needs to have automatic negotiation disabled and forced to use either the 10Mbit or 100Mbit speed modes, or it won't ever get connected properly to my Gigabit router.
If you don't know what they are for, it's better to not touch them as using lower values (E.g. using half-duplex) will mean worse performance.
