If you can 'ping' the PS2 from the PC in a normal command line window, and get proper ping responses for each outgoing packet (not just a timeout), then your physical connection is fine as such results prove that packets are being transferred in both directions.
What remains then is the logical connection, the configuration of the software at both ends, and possibly in your router as well (can block some traffic depending on its setup). But the main configuration problems are usually the SMS.smb file in the SMS folder on your memory card and the IPCONFIG.DAT file in the SYS-CONF folder on that card.
IPCONFIG.DAT defines the physical network connection of the PS2 homebrews, and you probably have that correctly setup already, since you can ping the PS2 from the PC.
SMS.smb is an editable text file that defines how SMS should 'log in' for filesharing with the PC, and its content must match the PC IP address and some computer and account names and a password defined on that PC, or else the connection will be refused. In fact the file can contain such login data for several PCs, and each one is defined by a sequence of 6 text lines, as follows:
Line 1: Numeric IP address
Line 2: Computer name in the LAN
Line 3: PS2 name in the LAN
Line 4: Account name for login
Line 5: Account password for login
Line 6: Computer name in SMS list of defined servers
The file thus consists of six such lines for each server to be defined, and each of those servers will then be accessible in the server choice list of SMS in the submenu "Device Settings..."/"Network Settings..."/"SMB server..."
As an example, here is how this 'almost' looks for my three-computer LAN, where SMS can access any one of them:
----- The line below is the first line of SMS.smb -----
192.168.10.64
RA1
ps2
Ronald
not_my_real_password
RA1 WinXP
192.168.10.80
RA2
ps2
Ronald
not_my_real_password
RA2 Win2K
192.168.10.96
RA3
ps2
Ronald
not_my_real_password
RA3 WinXP
----- The line above is the last line of SMS.smb -----
I'm not saying that you should copy any of that, but this example might help you construct your own file better, to match your own LAN setup.
Edit:
I have no Win7 experience myself, so I can not advice you on anything specific to that OS, but the PS2 configuration is unaffected by that.

I've read that win7 only uses port 139 where SMS will only use port 445. Maybe EEUG can code a port selector into SMS.

I guess it is in the ports. I also went and changed my router to allow those ports 139 445 (i think) and still nothing ,,, I can ftp and ping my ps2 and ping while running sms ,, will it work with win7? please help i just want to network to look at movies , audio files and pictures on my pc from my ps2.

your router has no hand in the problem. It's purely a windows 7 issue with not using the correct port.

That would require some changes to the program, and I'm afraid no one here can do it. Only EEUG has the source code to SMS, and he doesn't seem to come here very often nowdays. I just checked his profile, and according to that his last activity here was back in October, two months ago...
