Plz guyz, is there a way to replace the PS2 Usb 1.1 to 2.0 so that the 23,976 FPS avi would play at normal rate using USB flash drive?
No, raising the USB transfer speed significantly is not possible, due to hardware limitations. Even if the hardware was modified to allow signal tranfers that satisfy USB 2.0 specs, the CPU still couldn't transfer data to it at anywhere near the normal USB 2.0 speed.
But some AVI's can still be played from a USB device, although I'd then recommend a USB HDD rather than a flash drive, as the latter usually lower the transfer speed even further. The limiting factor in which AVIs you can play is not just the FPS, but the combined effect of FPS, resolution, and the CODEC packing density. These can all affect the demands on bitrate, which is one real limiting factor, the other major one being CODEC complexity which can overload the processing power of the PS2 (like for H264 etc).

the 25.00 FPS and up are fine, but the 23.976 are bad
i remembered eeug saying that 740x512@23fps playing on SMS is really slow but for me it was fine

maybe ur flash drive have alot of bad sectors try to reformat it
