Man ... It's not the Emotion Engine. It's the Emotion Engine ram chips. A few months ago I bought a hot air BGA rework station and started replacing the rambus ram chips. I got a TON of boards with weirdness defects like the one you show here back to life just by replacing the ram chips. Since the GS chip is just a dumb framebuffer who knows only about lines, squares and color fill, it's the EE that draws all the complex stuff then transfer to the GS via DMA.
If it's the EE who draw the graphics, it's ram messed up is enough to cause these weird problems...
