    Hi guys
i have a v10 here, which wont spin disc, wont read originals, or go past the browser screen.
well sometimes it will spin a bit but sound like it doesnt focus or something right. it seems like ps1 originals will make it spin, but ps2 games wont
their was a MI in the console and the romeo mod which i was told didnt work. so it was removed.
fuse ps13 was blown, after patchin it, it still suffered the same problem.
does this sound like the LA chip?

I'd have to say LA chip, and possibly an incorrect romeo mod? I had one here presenting the same symptoms. Looking at the romeo mod in it, the 5V for the mod was on the wrong pin.
SCPH-7501 PSX - Basic chip, hole in case
    V7 PS2 - Broken, needs DVD drive
V13 PSTwo - XCM Crystal Clear Case (is it?), XenoPS installed
Version Unknown PS2 - Broken controller port, slight damage to case, To Be Repaired and Resold when it arrives
    XBOX V1.4 - X2 4983 TSOP Flashed

Sounds like a laser issue to me. But if you would like to check the LA heres how to do it:

From my experience if the LA is blown the whole drives funtionality is dead. This case sounds like the laser needs tuning or just bit the dust. You said you replaced the PS13 right? If so I can't think of anything else but the laser.

Check the ribbon cable from the spindle head going to the mobo and the ribbon going to the laser, replace them with know good ones and see if theres any change.

Like cubesux said, check the spindle motor connection. Remove it and look at the edge of the cable. The metallic leads (looks like silver) should go all the way up to the edge and all have the same size. Sometimes one or more detach from the plastic and bend over, not giving electric contact, hus causing malfunction. Pay much attention while plugging these flat cables as short circuits will surely lead to blown fuses or other damages.
