If the console behaves as normal and there is no screens to display a 'logo' for the modchip, then you can attempt some button presses on console startup to see if any messages appear, such as a configuration screen.
If you simply cant get anything to display, then opening up the console and looking at the chip is the only sure way to ID the chip.
Without knowing what you currently have, its uncertain if a newer chip is available.
Ive never heard of "freemc elf", but im assuming you mean Free McBoot. If you installation was successful, did it say "No usbd.irx found, continue anyway?" message or something similar?
If yes, then its the reason you cant access a USB device, as there are no drivers installed for it to use.
If no, then your USB device just might be incompatible, since not all USB devices are. All you can do is try another brand device.
Providing better details will help us to assist you much better if we know what your using and how you installed it.
Also if you do have a modchip, then it could also have an impact on Free McBoot working properly and it is always recommended to disable the chip if possible, so your going to need to find out more about the chip if you cant get any USB device to work for you.

That chip is unknown to me, so maybe someone else might recognise it.
But yes, its possibly the USB stick, as Chineese devices seem to be 'clones' anymore and dont work too well. Try to get a more well known brand name if you can.
