I had similar problem in a V12 console though. It was ok with all discs except DVDs, needed a new laser in the end.

It's possible that the DVD laser emitter did wear out. It's the same part as the CD laser, but it has two laser emitters inside. If one fails the media of the respective type cannot be read. Due to the fact that the PS2 auto adjusts to the disc you put in it will wear faster if you play copied games. And it will wear out even faster if the media you are using is low quality ...

Other problem that can be is the DVD drive CPU (mechacon) crash, causing the tracking (laser foward/backwards) movement system get overcurrent, making the enamel wire in the lens burn and reduce the magnetic effect of the lens (causes the lens to be unable to move properly for focus). This process will cause decrease on the read performance until it cannot read anything else or worse, burn the LA6508 chip.

With this, I assume you did lift pin #17 from the LA chip off the board and solder it to a 5v points.
