Sorry, I don't have any suggestions, but I'm actually looking for one, too.
I've seen them for sale by googling "ps2 parts" or "ps2 repair parts", but if I remember right they were something like $30.
You really just need to figure out which two wires need to be temporarily connected to signal the PS2 to turn on. I'm sure the other two wires are for? Anyway, I'm not sure what could be damaged by connecting the wrong two wires. I doubt anything, but don't take my word for it. I would test this for you, but my PS2 with the missing PCB doesn't power on at all, even with the part replaced.
As far as ebay goes, here's what happened to me:
Purchased a slim PS2, supposedly only with a DVD disc read error. Was supposed to be a complete system. I received the console only, with no Power/reset PCB or ribbon. Even with a PCB installed, it still didn't power on. It looks like water got into it. There were no doors on the memory card slots either.
He ended up sending me a power cord (not the supply), a controller, and A/V cable set after I emailed him about it. Still no power supply, power/reset PCB or ribbon.
That's ebay for you.
