Either your laser is almost dead or it's like it says, the disc cannot be read aka too many scratches or w/e on the disc.

My old fat ps2 kept saying Disc Cannot Be Read before it's laser died. It already showed symptoms of it dying. (Took longer and longer to load discs.)
