this problem is common on v9-v10 and also some v12 consoles... its the BA chip that might have burnt out... you can replace the BA chip on your console, a replacement will cost you about $14-$15.... and this should fix your prob.. but it could even be the LA chip that might have burnt out but LA usually does'nt have probs.. try replacing the BA chip, thats all i can say.. if you cant buy it then take it out of a dead ps2, if you have one... the name of the chip is "BA5815FM" and its printed on the chip...
Now to talk about the location.. the BA/LA chip resides on teh ps2 main board.. search over it and you'll find it(written on the chip)... now you say u have a v10, right? Then you should have done some research on it cause this is a known issue with v9/v10's... now if after replacing the BA chip the problem still persists then you'll have to change the LA chip also otherwise if your ps2 behaves normal then do the following to prevent it from happening in future..
1) Carefully lift Pin17 of the LA6508 Chip,
2) Ensure no solder links it to the pad it was just lifted from,
3) Link Pin17 to 5 volts
