Power/Reset Ribbon
So my power/reset ribbon tore abit and now my system wont turn on. I heard these things can be purchased at electronics stores. Where should I go? Just bring the cable into Radioshack or something? Maybe Frys Electronics? I don't want to pay 10 bucks plus shipping and wait however many days through an internet store.

Since I didn't geta response I decided to try and sand off abit of the tape to get a new connection. Well, it worked for a minute. Then it went out. I'm guessing I crossed two wires that weren't supposed to be together. Is this just a fuse or is this something I wont be repairing?
(tried with a swapped ribbon cable and power/reset switch from another system and won't even get a red light)

Otherwise, it will be rather expensive with shipping costs if bought by itself.

You blew PS1 (A tiny pico-fuse on the center of the motherboard. The line has 12v so playing with the ribbon cable can lead to nasty results such as blowing the input pins of either the reset or the eject buttons on the "system controller" chip.
Since the red led isn't lit, It's very likely the system controller chip isn't receiving any power. PS1 pico-fuse powers a 12v to 3.3v converter which powers the system controller chip. Find it and replace. Then don't be cheap and get a new ribbon cable ... :)
You see ... Because you tried to save 10 bucks you might end having to spend 100...

it wasnt so much trying to be cheap as it was i have no way of ordering anything off the internet. how dificult are we talking to replace this fuse? ive never soldered before but im willing to spend a ton of time practicing just to learn to. because its a skill id love to have.

The most important thing you have already. You're willing to learn.
Now you should go to a electronics parts store and buy some tools.
A good quality soldering iron, solder, soldering braid and flux.
Any dead PC motherboard will do for pratice. Try removing and replacing the parts. Small parts like resistors.

thats great. i was afraid you were going to laugh in my face. would you know a any guide i could use to get myself started? id actually rather be learning to solder than playing the damn ps2 so this should be good.

so how can i tell if a fuse is good or not? could you specify the things ill need to work with circuitboards this size? i already have a 25 watt soldering iron but thats about it.

For probing the fuses you need a ohm meter, preferably with a beeper for continuity test
