power problem read plz

hey guys i gotta problem with friends v7 ps2, i opened the ps2 up and i went through it to get to the mobo to take a look at wut his chip was so ok, i assembled it back together. than guess what? i cant turn the ps2 on anymore .. i dont know why..... why is this plz sum 1 help me. and um i got shocked a lil bit when i tried turning on the ps2 when it was open and i touched the mobo and got shocked so power is going to it but the ps2 wont turn on. why?

check fuses...never had one blow myself...but that could be it...or maybe the ribbon cables not connected right
