No video > check all fuses ... there's fuses for the Emotion Engine and Graphics Synthetizer chips. There's a lot of complex circuits to power these chips and the EE ram chips. If any of these don't work you get no video... Your PS2 seems to be fine DVD-Rom drive wise. You should check all fuses and measure all voltages. On a GH-013/GH-014 mobo (it's the last series of V4 PS2s) the Emotion Engine runs at 1.8v, the Graphics Synthetizer chip runs at 2.5v, the rambus ram memory chips run at 1.8 and 2.5v
Abotu the BA/LA chips the numbers you say are the "datecode" which tells when and where the chips were made. It's still the same parts so they must work fine.
