Every time I take an new console out of it's box, I see that menus.

Do that in USA and people will return the item after they discover it has ben "touched by someone" as if it was used.
Edit: About changing things on bios it's not possible ONLY because it's a ROM.
Anyway It's possible to change them temporarily as SONY has did it already with the PSBBN system. You turn the PS2 off and the changes are gone, but the PS2 OS has the concept of "patches" to update the bios. Open PS2 Loader uses that "trick" to fix the PS2 SCPH-10000 ROM so it allows one to play HDL games on that console version.
