How do I know my RS2004FS is dead?

1. Which are the symptoms of a dead RS2004FS chip? When can I be sure it is blown?

2. Is there a certain way to check it?

when you replace laser and it blows fast. Replace agen and blows one more.. contact letsmod if you need from USA suplyer

or if you replace the laser and disc still does not spin, it is gone
