feels good to see i solved your first problem!! Now for the second one, Did u fiddle with the white cog on the laser? If yes, then try readjusting it(u can find this in all repair guides) and that may solve your problem...
check the modchip for loose solders, if u dont find any then if u can, try removing the modchip and booting the ps2 with some original game dvd, if your prob is solved then that means modchip went bust!
try these methods and lemme know what were the results...

Very glad I fixed the first problem.
I plan on checking the chip connections when I get access to a multimeter and a quality soldering iron. I've messed with the adjustments and that hasn't fixed anything.
