Disc not spinning
Bought a defective v5 pal ps2 and replaced the laser with a new, working one. But it seems like the laser eye just jumps up and down and making clicking noises without the disc moving, even a little bit. I've checked the cables that goes to the MB and those are alright. Is there any step to make it work again without having to checking/replacing fuses? I've checked a fuse diagram, and it shows that the PS12 is controlling the output for the spindle motor. But since I am a total newbie on checking/replacing fuses I'm not sure what to do. BTW it is modded with a MAGIC 3 chip.

Unfortunately you are going to need to check the fuses. You need to get a multimeter to check the fuses and the chip install.
Multimeters are very newbie friendly, just set it to continuity and it will "beep" telling you have a good connection. You should be able to pick up a cheap one for $5-$10.

The only other solution I can think of is to inspect the chip with its diagram and make sure it was installed correctly. Or remove the chip and see if it works. Could be the chip was installed wrong. But if you had a multimeter you could test it and not have to remove the chip.

OK, lets say the PS12-fuse has blown. Do I have to replace the PS12-fuse with another PS12? Or can I use any fuse with the same voltage? Thing is that I have a v5 board lying around, and was planning to desolder a fuse from that board and solder it to this one.

You can use any fuse that has the same amperage. If you have access to another PS2 take it from there. Or you can use use regular glass fuses.

Just checked the fuses now, and all of them passed the continuity test.
