The external DC adapter has an output voltage less than 12V.
It might be possible there are 12V anywhere on the board but
I think your chances are bad.
Maybe use a 2,5' harddisk? It needs only 5V and 500mA.
You should be able to get the power from one of the usb ports
as a usb port should provide enough power.
But be carfull: The maximum allowed current of usb is 500mA so
you shouldn't use the modded usb port anymore.

I'm not a pstwo modder so others might be more usefull.

There is no 12V on the PS2 slim mobo. You need a external power supply to make the HDD run with it.
Same thing with the SCPH-10000. It's internal PSU is 8.5v so it can't power a HDD without a external power adapter (the original HDD for it comes with a 12V power supply)
    SCPH-10000_GH-001 SCPH-15000_GH-003 SCPH-18000_GH-008 SCPH-30001_GH-005 SCPH-30000_GH-016(V4) SCPH-30001_GH-010(V4)
    2xSCPH-10190, 2xSCPH-10350, 2xSCPH-10280
