    Installed Neo12 and did the LA chip protection mod.
    After power up, there are booting video/audio, the laser clicks for 1-2 seconds, then it reboots, meanwhile the blue eject led blinks.
    I removed the mod chip, replaced PS11 fuse which I believe was blown. The problem is still there. Just this time, the cd tray ejects first. Then after it goes back, ps2 reboots.
    Does anyone know what is the cause of this symptom?

    Remove the mod. Get the PS2 to work like it did before the mod. Then try reinstalling the chip again. I think you're shorting something causing the console not to function properly.

    I removed all the cables and modchip. It still have the same problem.
    I found a blown fuse PS11 and replaced it. Still no luck.
    A weired thing is when I turn on the power (the switch on the back), I never get a red light (power/standby button in the front) but some kind of blend of red and green. If I push that button, it becomes real green.

    it sounds like you have current leak on the reset area...check the switch itself, too

    clean up really good near the reset soldering point & if necessary, use desoldering wick to remove excess solder
