Heres the situation
customer dropped off a v5/6 PS2 w/ STARchip (swap mod) installed
removed the STARchip
Installed a Magic3.1 I had liein around
Turn the ps2 on, sometimes no video/audio, sometimes it works
Problem ?
Random sounds/staticy noise comes out of nowhere
How can I fix this?, I have heard a few people having this problem (actually more than a few) but I don't know how they fixed it....

yes this problem is fairly common among installers (that I have spoken with) did you test the PS2 after you removed the STARchip and before you installed the M3.1? if so and all was OK, I would recommend removing the installation, hopefully stabilizing the ps2, then reinstalling the M3.1 chip

keep wires as short as possible and as close to the ground plane of the PCB as possible.

Yes - the ground plane is the important point and thick wires for GNd/Power.

I removed the M3.1 and it still does it...

I took an old tooth brush and gently scraped the bios points a bit, fixed the problem
... now tonight I am gonna reinstall the magic3.1 and HOPEFULLY it will work
