V9 can't power up from reset !

Hi,

V9 can't power up from reset, only from eject. The reset button is not working at all. Problem is not with the flat cable ( I check it )
Problem appears after moding. Now the chip is out, but the problem is the same.
Any help ?

might be a fuse just a (total guess) also check for bridge on whatever point the reset was
