How can you tell if the fuse is blown?

oh.. I tried messing with the multimeter on ohms and I get like 00.1 or 00.2 on most of the PS fuses except PS13 I get 1.157 m or something like that. I'm probably using it wrong. And this is with the PS2 unplugged correct?
edit: with a little more fiddling with the multimeter I was able to single out the PS13 fuse and it's always giving me different readings from the other fuses. So I went ahead and took that same fuse off of another broken V7 and slapped it on the V7 that doesn't spin discs and it worked!!!! Thanks for the help, kl1k!!

Yeah - always check the fuses with the power off.
