V4 split bios pal remove neo 4

I want to remove a neo 4 it got a split bios so the tracks been cut at the end of the bios, how do i repair the track, from what point to point do i go to repair or cant it be done

For truck cut just link with a wire point 21 to point 33.

removed neo 4 and wires took a wire from 21 to 33
all I am getting is a black screen on boot up, i have checked for any soldered bios legs

Bios short OR fuse blow
