I used this to find out which one of my fuses was blown. It was the PS1 fuse very small.

once i find the blown fuse, how do i fix it? can i bypass it?

No you can't bypass it! It's there to protect the circuit from damage. You get someone with SMD soldering experience to replace the fuse having found the cause of its failure in the first place.
