I had the same type of problem with my dvd-r's. I have the origa chip. One of the things that we had to do to figure mine out was to switch the points on the origa, 8 and 9, were backwards on the diagram. Not sure if that will help. also the origa uses GS to boot, but not sure what the other chip with it does, might not need the GS to boot. I have a version 2.x for my GS.

Q - It's been a while, but I seem to recall that pins 7 and 8 were the two that were reversed in the "alternate points" diagrams (on the motherboard rather than directly to the controller legs.)
ps2guy - If you used the Alternate Points, try swapping 7 and 8 at the Origa and see if that makes a difference, then try Quantum's advice.
FWIW, I had a Neo4.1 and Origa 1.10 combo in my v4-1A for a few months. The Neo side would always boot DVD-Rs using the big TOC swap. In combo, it would boot DVD-Rs after the 2nd or 3rd Red Screen of Death.
Someone (pitou?) then discovered that if you booted any CD-R copy, paused at the initial opening screen (typically memory card check) Ejected and then swapped in a DVD-R and tapped Reset once, the DVD-R would boot directly with the NeOriga combo without a RSoD.
If the Neo side isn't booting DVD-Rs with the big TOC swap, then it's one of three things:
1.) Something's is not wired correctly. See my Neo 4.x troubleshooting guide posted in the Article section. Double check the motherboard and Neo connections points with a VOM or mulimeter on the ohm setting for continuity and to assure that a wire isn't broken somewhere.
2.) Crappy generic or Princo DVD-R media. If the backups are on anything other than a Pioneer, Verbatim, TDK, Imation, or Apple DVD-R, then I would highly suspect the media. Princos and cheap generics constantly suffer from failure to load, or if they do it takes forever and then the game skips or freezes outright.
3.) If there was a Neo 2.x in the machine before, the laser diode may have been severely weakened by the 5 volts constantly being pumped into the 3.5 volt laser diode circuit. Odds are you may need to replace the laser head. (ouch!)
Finally, I had an Origa installed into my v1 unit and at first it would boot everything but DVD-Rs. I finally disassembled the drive and took a Q-tip to clean the laser head. A little better on the CD-R load speeds, but still no go with DVD-Rs. I then ran a Blaze cleaning disk through it 2 times in a row and lo-and-behold, it been booting everything including DVD-Rs using a GS2 ever since.

i think when i got those points were swaped already, the media i was trying was apples???
and i already have clean the laser, im surpriced that this ps2 is quite clean i will swap the points again
and check it out
if its still no go then looks like a gotta get another laser
i asked the guy if he had a 2.2 and he recons only for 3 weeks
but hardly used it back then
i might find a v5 laser and chuck it in

I doubt you'll find a v5 laser anywhere yet. But a new ordinary laser will likely be the B series and they are fine in my opinion.
