v12 no drive activity

Hi , I installed a ICe v12 chip + matrix pic and then when i powered on the machine i have no drive activity at all. Ive checked everything, what could it be ?

Ive installed many chips into v9+10 with minimal problems , and done 2 other pstwo before this. So im stumped

seems these new playstations are a bit of a dud
