Will a PS2 from the US work in Europe, with the PAL system? What does it take to make it work?

A step-down convertor to change the the voltage supplied in the UK (240V) to 110V which is what 'your' voltage in the US I believe.
One can be bought from lik-sang for $15 odd.

But can the PS2 handle the change from NTSC to PAL? Or will this not affect anything?

As you can see from my signature I have a US PS2 in the UK. As Birchy says and as I add what you need is this:
    1. A step down transformer - also at www.maplin.co.uk
    2. A multi system TV to display NTSC games OR
    3. An NTSC to PAL convertor if yours is a PAL only TV - also Maplins
    4. A modchip if you want to play PAL games (they display OK on PAL TV)
