thats not a capacitor they are anti static straps to stop the laser being damaged by static before fitting if thats what you are looking at.
the caps are different colours and are fine whos been messing with an iron i see a nice blob of solder on a resistor.

are you sure we are talking about the same thing i see the static stripes now, but just to the left of them is a capacitor or i could be wrong.
That is factory solder and splatter.
