    Hello, this is a weird problem where the box will load system setup upon boot, (where the time and region can be set), then go to browser, and after a reset, it will go to a black screen. Unplugging the power cord and plugging it back again still results in a boot to black screen, but after a few hours of wait, it will boot to that system setup menu again. Is the bios chip burned possibly?

    short on the bios chip.. desolder with wick and flux. clean with alcohol/toothbrush or electronics solvent/toothbrush

    I've scrubbed the leads and board with a toothbrush and inspected them closely with a magnifying glass, they appear un-bridged. There is still a black screen on boot. Before this there was a blown PS7 fuse, could that have been the problem?
