solder won't skick

I am trying to solder FBIGH to back of my v9 and i can't get the solder to stay is there any tips or tricks to this try a bizillian times i am starting to get mad

gently scrape away the laquer(if there is any) covering the via's or pads cant remeber on a v9, and use sone rosin flux to help the solder stick the the exposed copper
