I think the standard procedure is that you either buy a Scart Cable which would be compatible with almost every European TV made since 1996, or you buy a PAL-RF convertor from some place. The PSX ones still work with PS2, and they sell for about £3 each here in the UK. Just buy one from Ebay.co.uk, if you can't buy one in Portugal.
A Scart cable would cost you about the same. I'm sorry, but I don't think that there is a PAL/NTSC selector boot disc, although some releases, particularly those by Kalisto, actually have a selector already on them.

No, that file is basically a No Mod Ripkit for NHL 2k3, it wouldn't solve your PAL/NTSC issue at all. There is no import player for the PS2.
The PSX import player does work, but that was simply a modified version of a bootdisc designed to play imported titles with the original PSOne Mods.
You really just want something like this, it would solve all of your problems.

And why don't you just open your PS2 and install the PAL/NTSC color correction fix ? Done in 1 minute, and requires no big soldering skill, and solves all your problem forever. Or the scart cable should work for you as mentioned above.
The Import Player is for PSOne and PS2 PSX mode only.
