Problems with DMS3 install

I installed a DMS3 v2 chip on a JAP10000 PS2. With it in, when I boot the PS2 with a PS2 disc in, it seems to boot the browser but then goes black screen. If I boot without a disc in, it goes to the browser window but the controller doesn't work. I can't move the options around or select either of them. I've gone over and checked all my connections and they all seem solid and I've checked continuity between adjacent wires. If I boot while holding eject to shut off the chip, the PS2 works fine as before, and the controller works in the browser window. My ground wire is only 1cm long and I've made sure that D and E run along the motherboard and don't cross any chips. Any suggestions?
