PAL backups will play perfectly if you have a compatible TV. if not then you'll need to apply a patch. it's not to do with the chip.

Do the colour fix, and if your TV supports 50hz they will play just fine with a neo2.2. Your TV doesn't have to support PAL, just 50hz, because the colour fix will output PAL games with an NTSC sub carrier at 50hz. It saves patching all your PAL games.
